Since this is a Steam only game I would say no. And if you lot find someplace that says they practice, I would exist very suspicious of their downloads.
Simply looking for a legit site that has all the mods in a database for download, similar Nexus mods or something like that.
What I mean is, is there someway I can download the modfiles to my desktop that are hosted on Steam workshop, without using steam?
Why would you want to do that? Steam auto installs the mods too.
I don't accept the game installed on this PC, and just need to get a copy of the files to my PC without using steam. Dont desire to install the game, just want to grab the modern files.

Ive transfered games from my Windows PC to my Linux PC locally through Steam, so i dont have to employ internet bandwith aquiring information technology for a different organisation.
Aslong as both systems are local and running same Client, you lot should have the option to "install local" or something of an option and it should also take hold of the mods y'all're subcribed to on Workshop.
